Why are compact light bulbs not as bright as incandescent bulbs?
Compact bulbs are supposed to operate at a lower wattage for the same lumens. For example, a 14W compact is supposed to be the same as a 65W incandescent, and that's why the compact are supposed to be cheaper. But most people complain that the compact bulb just is not as bright as the corresponding incandescent. Why is that?
Depends on the application sometimes they're good sometimes you need something stronger.
Being that they are fluorescent the light given off is a differant color which may seem dimmer.

How to Choose a Compact Fluorescent Light Bulb
Do Compact Flourescent Light Bulbs (CFL) power surge when first turned on?
I have heard it is better to use a standard halogen light bulb if you turn on and off a light frequently because CFL's have a power-spike when they first turn on. I know they use less watts overall during prolonged use. But do they have a power surge when 1st turned on?
They do, but all electrical appliances do: note the other answers here, for the most part. But that does not make any impact on their efficiency. You are by far better ahead replacing EVERY bulb in your house with a cf.
Halogens are neat, but not energy efficient.
