I'd just use what I could find and build terrtiaries around that. For instance, built an "op amp" to boost the transmitted signal. Build a power supply to meet the specs of the equipment, not buy equipment to match a power supply.
NOW YOU MEAN TO TELL ME THAT YOU CANNOT FIND EQUIPMENT THAT WILL OPERATE BETWEEN 0-85C well, ok i guess 85 is a little warm.
Hey let's just make it simple.
Contact Siemens or some other big electronics company. Tell them what you need and ask them what they'd suggest. How much would it cost for them to build you some custom equipment. Since it is a power plant, I think I'd want some redundant sensors in case of primary sensor failure.
But what do I know I'm just an idiot.

If so who made this law, if the government is it then not a tax on TV's, should it then not be shared to all program suppliers. What happens about people wuo download programs to their computer are these then classed as TV receivers, where is the detector van, dont see that anymore?
