ARES amateur radio emergency service?
this is a 3 part question.
part 1 is there a age restriction(im only 14 yes i know its young)
part 2 Were can i go to find a local ARES "center".
Part 3 how are they contacted because if telephones are down how are they. like ham radio, email, a pager like a firefighter pager.

to be an ARES member/participant you need an amateur radio license. there is no minimum age restriction on a amateur license.
if you can find a local ham radio club, they can direct you to an ARES group. ARES are part of the statewide FEMA emergency planning, so you should be able to get some information from your fire department as they are generally the FEMA coordinator. also you can get info from the ARRL.org The ARRL also provides training that you will need to be an emergency team participant.
contact methods include both phone and over-air. many members monitor local radio repeaters.
