Federal Siren

Should you make a U-turn if you think there is an accident up ahead?
Around midnight, I was driving east on Wilshire Blvd just east of Federal Ave when I saw that traffic was backed up. Cars in front of me were making U-turns to go west instead. I couldn't see what was up ahead, but I guessed that if the cars in front of me were making U-turns, it was probably a major traffic accident. I decided to make a U-turn as well. I waited for a break in oncoming traffic, and made a U-turn - at least one other car made a U-turn at the same time. Just as I made the U-turn, I heard a police siren. A car near me pulled over. I pulled over ahead of the other car. A police officer walked up to my car and asked me why I made a U-turn. I answered that I did it because other cars were doing it. "That's just an excuse," replied, and he proceeded to ask for my driver's license, my registration, and my keys. I gave him these things and waited while he dealt with the driver in the car behind me.
[I have more details - I'll try to add them in a reply]
Sounds like it was a road block of some kind, and you were perceived of trying to avoid it?? Right!
--------
Always contest everything, I assume you were not drinking and all your paperwork was in order, so the U-Turn was a "misunderstanding" of the reason why the traffic was held up.
Because others were doing the same, it must have been a reasonable thing to do
---------
You can give yourself best answer, as so many other do

Federal Siren PA300 SERIES
My town needs tornado sirens. What can a citizen do?
I live in a rural Texas town that has no Tornado sirens. The town being the way it is if you make too much noise you'll start getting harrased by the cops etc., so I really want to go about this in a polite manner.
Is there any federal agancy that gives money to smal towns for tornado sirens? Any help for us, before we get blown away?
There are grants out there for small community like yours. Talk to your Emergency Manager for the county you live in. NOAA has a weather spotter training that citizian can take so if nothing gets done maybe you can start a spotter team yourself.

I don’t believe they are different for different areas, but different for different makes of siren. However, most police agencies use Federal Siren, it seems. At the same time, considering there are only a few sirens police really use we could probably just add them all, or have a reporting function to send clips of unidentified sirens and what they are (if the person knows). I have a few policemen I can ask about these things.
